Mercosur: Confindustria and ICE Open a New Path for Italian Industry

The system mission promoted by Confindustria and ICE in Argentina and Brazil marks a qualitative leap in the internationalization strategy of Made in Italy. The presence of Orsini and Zoppas, along with Tajani and Valditara, strengthens an alliance between institutions and businesses looking at Mercosur as one of the new great frontiers for Italian growth.

São Paulo - It was not just a simple trade mission. Nor was it yet another institutional trip abroad. The system mission organized by Confindustria and ICE-Agency in Argentina and Brazil represented something much more important: the concrete signal that the Italian industry has identified the Mercosur area as one of the strategic directions for its international growth.

This journey between Buenos Aires, São Paulo, and Brasília was attended by one hundred Italian companies, a high-level delegation from the economic and institutional system, and a prominent political presence with Deputy Prime Minister and Foreign Minister Antonio Tajani and Minister of Education and Merit Giuseppe Valditara. Leading the entrepreneurial component was Confindustria President Emanuele Orsini, while the internationalization promotion system was represented by ICE-Agency President Matteo Zoppas.

This teamwork, which Italy is not always accustomed to, was one of the strengths of the initiative. Orsini and Zoppas, entrepreneurs with common visions, managed to bring together a mission that included large, small, and very small companies, participating with the enthusiasm and determination of those who understood the importance of the opportunity.
On one side, Confindustria, with its ability to aggregate companies, supply chains, and associations; on the other, ICE, with the tools and network necessary to transform industrial interest into commercial opportunities and investments. Together, they are building what should increasingly be the true industrial policy for internationalization: not leaving companies alone, but bringing the Country System to where new markets are opening.

The mission successfully combined strategic objectives with business goals. Buenos Aires first, then São Paulo, and finally Brasília: three different stops but part of a single strategy. Not only institutional meetings, therefore, but also B2B appointments, discussions with local companies, investors, industrial associations, financial operators, and public interlocutors. The sectors involved clearly illustrate the nature of the opportunity: agri-food, pharmaceuticals and medical, machinery and plant engineering, digital technologies, energy transition, and sustainable infrastructure.

In short, the focus was on business but, as mentioned, also on strategic aspects: entering local production chains, forming partnerships, participating in major infrastructure projects, transferring technology, investing, and building a stable presence.

In Argentina, important and long-term opportunities became more apparent. The case of Vaca Muerta is emblematic. The enormous shale gas and shale oil field, already featuring industry champions like Eni and Maire, can become one of the main energy hubs of the continent and generate investments worth tens of billions of dollars. For Italian industry, it means a potential demand for plants, components, automation, engineering services, energy technologies, and infrastructure. But it also means a possible new collaboration on the European energy supply front.

Argentina is also seeking capital, technology, and expertise to enhance its resources. The investment incentive regime launched by the government of Javier Milei aims precisely to attract large projects in strategic sectors. It is a field where Italian industry, with its technological specialization and the capacity of its supply chains, can play a leading role.

But it would be a mistake to look only at Argentina and Brazil. The real change in perspective concerns the entire area. The EU-Mercosur agreement, with the start of provisional application from May 1, 2026, indeed changes the geography of opportunities for European companies. The progressive reduction of tariff and non-tariff barriers, along with greater openness of tenders and possibilities for productive integration, creates new conditions for Italian industry. 
For this reason, as both Orsini and Zoppas have reminded, Argentina and Brazil should not be considered two separate markets. They are the gateways to a much larger economic area. Mercosur becomes a platform from which Italian companies can build a regional presence, leveraging market size, industrial complementarities, and value chains that go well beyond the borders of individual countries.

And Brazil, in this scenario, represents the great industrial hub. It is already the main destination market for Italian exports in Mercosur, with 76.6% of Italian exports to the area. In 2025, Italy-Brazil trade reached 11.07 billion euros, and in the first month after the EU-Mercosur agreement came into effect, Italian exports to the country grew by 22.3%. 
These numbers explain why the mission led by Orsini and accompanied by Zoppas should not be seen as an isolated episode. It is part of a broader strategy: diversifying outlet markets, reducing dependencies, increasing the resilience of companies, and finding new areas where our production system can grow.

In this context, Tajani's presence takes on a precise meaning. Economic diplomacy returns to being an integral part of industrial policy. The Foreign Minister brought to Argentina and Brazil not only the representation of the Government but a message: Italy considers these markets and this type of action a priority. And Valditara's presence in Argentina adds another fundamental piece, that of training and skills, because there is no industrial investment without adequate human capital.

The mission, therefore, was a success mainly because it managed to bring together what too often proceeds separately: foreign policy, industry, finance, export promotion, training, and investments. This is the formula that can allow Italian companies, large and small, to face international competition with greater strength.

Now, however, comes the most difficult part. A mission can open doors, create relationships, and generate opportunities. It is then up to the companies, with the support of the Country System, to transform those opportunities into orders, joint ventures, investments, and new production sites.

The trip to Argentina and Brazil has shown that the demand is there. It has shown that Brazil looks with interest at Italian technology, that Argentina needs investments and skills, and that Mercosur can become a large market for our industrial system. And it has also shown that when Confindustria and ICE work together and are accompanied at the highest levels by institutions, Italy can present itself on international markets with a strong and authoritative voice. Especially in territories where Italy, as a people even before as a nation, has strong roots. In short, Africa and the East are still important, but here it is almost like being at home.
The real challenge now is not to stop at Buenos Aires and São Paulo. Mercosur must concretely become a structural priority of Italian economic policy. Because in these latitudes we find over 700 million consumers and above all because this is a continent where Italy can bring what it does best: technology, manufacturing, quality, innovation, and the ability to build supply chains.

The mission, with effective teamwork, has opened a path indicating a precise direction. Now it's time to move to action, to demonstrate in practice that the words heard on this journey turn into contracts, into real opportunities, so that others join in and Mercosur becomes a better alternative to that part of the world that deals with tariffs, sanctions, and wars.
