A multinational force and U.S.-led monitoring framework aim to underpin a future peace settlement in Ukraine.

UcrainaThe United Kingdom and France have unveiled a new security agreement for Ukraine, marking a significant step toward a post-war framework as the United States assumes a central role in enforcing any future ceasefire between Kyiv and Moscow.

Signed in Paris by the so-called Coalition of the Willing, the declaration commits London and Paris to providing troops for Ukraine under a future peace deal, backed by security guarantees supported by the United States and allied partners. Leaders described the pact as a foundation for a durable peace anchored in international law and the principles of the United Nations Charter.

Russia’s full-scale invasion of Ukraine in 2022 ignited the largest conflict in Europe since World War II. More than three years later, Western leaders are attempting to shift the focus from battlefield survival to long-term stability and deterrence.

At the heart of the agreement is the assertion that Ukraine’s sovereignty and right to self-defense are non-negotiable. Any peace settlement, the declaration states, must preserve Ukraine’s ability to protect itself, not only for its own security but also for the stability of the broader Euro-Atlantic region.

Under the plan, a multinational force would be deployed in Ukraine once a ceasefire is in place. The force would be European-led, with the explicit aim of deterring renewed Russian aggression and supporting the reconstruction and modernization of Ukraine’s armed forces. While European countries would provide the core of the deployment, the framework anticipates U.S. backing in key areas.

A central pillar of the agreement is the role assigned to Washington. The United States would lead a continuous ceasefire monitoring and verification mechanism, supported by allied partners. This system would be designed to track compliance, identify violations and ensure accountability.

U.S. officials would also participate in a special commission tasked with managing ceasefire breaches, attributing responsibility and determining appropriate responses. The mechanism is intended to prevent ambiguity or delay in the event of renewed hostilities, addressing one of the major weaknesses of past ceasefire arrangements.

Beyond immediate enforcement, the Coalition committed to long-term military, diplomatic and economic support for Ukraine. This includes expanded defense cooperation, joint training initiatives, increased defense production and enhanced intelligence sharing among allies.

Leaders also announced the creation of a permanent U.S.–Ukraine–Coalition coordination cell, to be based at the Coalition’s headquarters in Paris. The new body is expected to serve as a hub for operational coordination, strategic planning and crisis response once a ceasefire is in effect.

The declaration was formally presented at a joint press conference by French President Emmanuel Macron, Ukrainian President Volodymyr Zelenskyy and U.K. Prime Minister Keir Starmer, following high-level talks in Paris. The meetings were attended by senior U.S. figures, including special envoy Steve Witkoff and Jared Kushner, underscoring Washington’s growing involvement in shaping the next phase of the conflict.

While significant obstacles remain and Russia has yet to endorse the framework, Western officials described the agreement as a meaningful step toward a credible peace architecture—one that combines European leadership with decisive U.S. enforcement. As diplomatic efforts intensify, the pact signals a coordinated attempt to move from managing war to securing peace, while preserving Ukraine’s sovereignty and deterring future aggression.
